The Oregon Vehicle Bill of Sale is a legal document that will prove the legal sale and purchase of a motor vehicle in the state of Oregon. This form will provide information regarding the vehicle, the seller, the buyer and change of ownership. The seller must contact the DMV to inform them within 10 days of the sale of the vehicle and the buyer must register within 30 days from the date of purchase. This document will not require notarization.

Register a Vehicle in Oregon

In the state of Oregon, one must have a registered vehicle in order to operate a motor vehicle on state roadways. If you’re a new resident, you must do the title work and registration at the same time. If you’ve purchased a vehicle from a dealership in the state the dealership will submit all registration documentation for you. If you’re purchasing privately, you will be required to do all submissions yourself.

Where to Register – If you must register your vehicle on your own, you must gather all required documentation and appear in person at your local DMV Office Location.

Needed to Register: Gather the following documentation before appearing at any DMV location:

  • You must complete an Application for Title and Registration (Form 735-226). It is possible to complete this form online or you may print it off and take it with you to your local DMV location
  • A bill of sale
  • Identification/Driver’s license
  • If you are registering a new vehicle on your own you will require a Manufacturer’s Certificate of Origin (MSO)
  • If you have a lien on your vehicle, you must acquire a lien release from the former owner or dealer before your vehicle may be registered
  • Vehicles model that are year 2009 and newer must prove compliance with the low emissions vehicle requirements for the state
  • If applicable, you will need to present a Vehicle Identification Number (VIN) inspection
  • You must submit an Odometer Reading statement either on the back of the title, or on the application. You will also have the same availability on the notarized bill of sale
  • Be prepared to pay all licensing, titling and registration fees at the time of registration
  • Your license plates will be made available to you at the time of registration once all information is submitted and verified

  • Signature of Seller OR Authorized Representative if the seller is a business

  • Signature of seller
  • Date of Release
  • Physical Address of seller, City, State, Zip
