A Minnesota motor vehicle bill of sale is a legal document that serves as a recording that two (2) parties have executed the sale of a motor vehicle. The document also establishes a change of ownership and provides the required information for the vehicle’s registration. This form requires notarization.

Registering a Vehicle
New residents and vehicle owners have sixty (60) days to register their vehicle after moving and purchasing, respectively. Registration must be renewed annually. Owners can renew online, in person at a DVS Deputy Registrar’s office, or by mail.
Where to Register
Vehicle owners can register and renew in person at a DVS Deputy Registrar’s office or by regular mail with an Application to Title and Register a Motor Vehicle (PS2000). They can also renew online at the Minnesota DMV’s website.
Required Documents
- Bill of Sale;
- Odometer Disclosure Statement (Federal Form);
- Certificate of Title (apply for a replacement title by mail or at a Deputy Registrar office);
- Valid driver’s license;
- Minnesota Motor Vehicle Power of Attorney (required if someone is registering the vehicle on the owner’s behalf);
- Registration Fees; and
- Proof of Insurance with Minimum Requirements:
- Not less than $10,000 due to the destruction of property;
- Not less than $30,000 due to bodily injury to one person; and
- Not less than $60,000 due to bodily injury to two or more persons.
