A Delaware boat/vessel bill of sale legally documents all details surrounding the purchase and sale of a motorized vessel in the State of Delaware. The bill of sale states essential information such as the agreed-upon purchase price as well as the vessel’s condition at the time of sale. Moreover, the new owner will be required to present a notarized bill of sale upon registering the vessel under their name with the Delaware Division of Fish and Wildlife (DFW).
Signing Requirements – The buyer(s) and seller(s) must sign the document. Notarization is required if the vessel was previously owned.

Registering a Boat
All motorized and electric-powered boats/vessels must be registered with the Delaware Division of Fish and Wildlife (DFW) prior to being launched. Owners may opt to register their vessel for either one (1) year or three (3) years. Regardless of the selected years, registrations can be renewed online through DFW’s Boat Registration Renewal portal or at an authorized boat registration sales outlet.

All documentation must be presented in person at a local Delaware Boat License Agent sales outlet or via mail to the Delaware Division of Fish and Wildlife (DFW) headquarters.
Required Documents
- Bill of Sale;
- Original Certificate of Title or Current Registration;
- Boat Registration Application (REV 2019);
- Non-Resident Tidal Access Boat Ramp Certificate (used by non-residents in lieu of a valid DE boat registration);
- Manufacturer’s Certificate of Origin (only required for new boats with no bill of sale);
- Valid Photo ID or Proof of Identity; and
- Registration Fees (prices vary depending on the boat’s classification).
